Concrete contractor in Toluca Lake: two cities, one neighborhood
Toluca Lake is the rare place where the same street name can sit under two building departments. The City of Los Angeles treats its Toluca Lake neighborhood as wholly inside Los Angeles; the area's chamber of commerce counts blocks on the Burbank side as Toluca Lake too. For a driveway, a front walk or a patio on your own lot, the difference is mostly paperwork. For anything at the curb it decides who issues the permit, who inspects it and what the contractor files first.

The Los Angeles side: Bureau of Engineering A-Permits
Curbs, sidewalks, gutters and driveway approaches in a Los Angeles street need an A-Permit from the Bureau of Engineering. The application asks for the contractor's license number and proof of insurance. A sidewalk pushed up by a parkway tree's roots is the one case with no fee: the A-Permit for that repair is free with a photo of the damage.
The Burbank side: Public Works and the 45 percent rule
East of the line, Burbank's rules apply. A driveway or walk on the lot is exempt from a building permit up to 30 inches above grade under the City's 2025 handout, but zoning still limits hard surfaces to 45 percent of the front setback and caps each driveway at the curb at 15 feet. The apron and sidewalk in the street need a Public Works excavation permit, and any sidewalk cut is replaced to the nearest score line in sections at least 5 by 5 feet. The Burbank driveway approach permit guide and the Burbank sidewalk repair guide have the full detail.

Toluca Lake driveways, walks and patios
The usual Toluca Lake concrete jobs are replacements: a driveway that has cracked across its panels, an apron that has dropped below the curb, a front walk heaved by a parkway tree, a backyard patio redone around a pool. The price base is the San Fernando Valley row of constructlytools' 2026 guide, $8 to $12 per square foot for a flat-lot driveway, with Burbank blocks closer to the $9 to $13 Glendale and Burbank figure.
